With the 2007 financial law, the so-called "leasing in costruendo" was introduced as a tool for financing public works.

This innovative instrument allows public entities to avoid indebting themselves and to have a lesser impact on fiscal stability, providing greater flexibility in public investments, benefiting the entire community.

Numerous public works have been realized thanks to the use of this innovative instrument aimed at promoting public-private partnerships. Leasing in costruendo is, therefore, a contract entered into between the Public Administration and two external parties: the leasing company and the builder of the asset, possibly also responsible for its maintenance.
